The PT-012 class was proposed in 2159, during the Romulan War, to defend stations from Romulan incursions within a range of 0-5 LY. However, the technology was not quite at the point where this kind of starship would work. In 2215, these ships became possible with the invention of Photon Torpedoes. As time went on, the idea of this type of ship became more appealing, and the first one of these ships- NCC-1280, U.S.S. Cyclone, was built in 2219. Between 2219 and 2241, 10 of these ships were built, serving admirably in various minor skirmishes between the Federation and other nations. With the outbreak of the Four Years' War (2241-2245), 15 more of these ships were built, and all successfully defended bases and planets alike. 6 ships were lost in the Four Years' War. Between then and the Seven Years' War, only one ship was built. In the later Seven Years' War (2252-2259), 35 more were built. They were refitted to fit Federation standards in 2272. By the time the first runabout was built in 2310, 60 more ships were built, and 23 more were lost. The ships were superseded and subsequently decommissioned, then scrapped, scuttled, weapons tested, sold to other nations, turned into museum ships, or a combination of those by 2312.

Starbases and stardocks were assigned up to 8 of these- for example, Sol System was assigned NCC-1280 to NCC-1283, 1285-1289, 1292, 1294-1299, and ODF-0005; with three being assigned to Earth, 3 to Mars, and the remaining 9 to other areas of Sol System. Deep Space stations were assigned anywhere from 1 to 4, with DS3 being assigned 3. Note the threefold naming system: NCC Number, U.S.S designation, and station/ship designation. The last of these ships, formerly U.S.S. Oeno NCC-1361, was decommissioned by the government of New Eris Colony in 2463, 172 years after the colony's start in 2291 and 188 years after the ship's launch in 2275. This was because the Oeno's computers couldn't interface with the New Eris spacedock's computers, and the colony simply couldn't refit it. She was sold for scrap and replaced with 2 runabouts.

(note how the starfleet system works- when a class is projected to have 100 or more ships, the next class is "boosted" by 10+ the projected number. Therefore, the next class- after they projected the PT-012 class- was started at 1400. Then, the next was started at 1500, and they projected 190 for that, so the Constitution class was started at 1700.)
